This Founding Covenant has been created to provide stability for the Holy Roman Empire, and to guarantee the safety of our sacred mission to Restore the Spirit of the Western World.
 All Citizens agree to adhere to the laws of this covenant joining, and to uphold them so long as they retain Citizenship in The Holy Roman Empire.

1. This Founding Covenant is the founding structure of the Holy Roman Empire. It is superior to the HRE Constitution, all HRE law, and all political or civic action. This covenant is unchangeable and cannot be revoked or altered by any means including any action by the Holy Roman Emperor or Empress, the Prince Electors, the Imperial Assembly, any magistrates or officers, popular vote or Citizen assembly. Any action which attempts to alter or supersede these foundational principles is instantly null and void.

ARTICLES OF THE FOUNDING COVENANT OF THE HOLY ROMAN EMPIRE

1. The Holy Roman Empire is restored for the purposes of:

I. Establishing a modern Holy Roman Empire styled Micronational state and community which shall manifest peaceful limited sovereignty and self governance.
II. To continue the business Holy Roman Empire as far as is legally and peacefully possible in the modern world.
III. Pursuing the positive, goal of "Restoring the Spirit of the Western World" by positive spiritual rather than sectarian political or religious means.
IV. Maintaining the Spiritual Order of the Mysterium, chartered to consecrate and re-sanctify Western lands and places.
V. Maintaining the Knightly Order of the Commandery, chartered to defend the Western world by spiritual and chivalric means.
VI. To promote the study and practice of Western cultural pursuits present during the time of the Holy Roman Empire.
VII. To Manifest the Holy Roman Empire in the modern world through local community groups where our citizens reside.
X. To maintain a treasury for the purpose of conducting the business of the Holy Roman Empire.
XI. To support live public events focusing on the history and culture of the Holy Roman Empire.
VIII. To establish a physical administrative World Headquarters for the Holy Roman Empire, and local administrative headquarters as is possible.
X. To work toward our micronational community as being a living and legitimate successor to the historical Holy Roman Empire.

 2. As there is no longer a need to establish a physical Empire united under the nation of Germany, we restore the ideals of the Holy Roman Empire as a Micronation, or "small nation". We claim the right to manifest our nation through the purchase of property, and to claim limited self-sovereignty while obeying the laws of the nations where our Citizens reside. We may use the terms Micronation, Sovereignty Project, Nation or Empire to describe our community. We are not merely an organization, club, group, corporation or community.  While those terms may be *part* of our manifestation of the Holy Roman Empire, we shall remain an attempt at building a small physical nation with limited sovereignty. Our public Internet presence must always clearly reflect this intent. 

3. The Holy Roman Empire is a peaceful Micronation. We abandon all violence or attempts to coerce other nations, communities or individuals by force. We seek no aggressive resolution to or continuation of any historical event. Our martial branch, the Knighthood Commandery is established for chivalric, historical and spiritual activities and has no political or territorial function. 

4. While we claim the entire Holy Roman Empire timeline (800 AD to 1806 AD) as our historical and spiritual legacy, the official cultural manifestation and form of our nation is based on the earlier centuries of the Empire, from the 9th to 13th centuries. 

5.  The Holy Roman Empire manifests freedom from discrimination. Anyone with a sincere desire to restore the Spirit of the Western World may become a Citizen regardless of nationality, race, gender, creed, religion, sexual orientation, physical handicap, etc. Anyone over the age of 18 may hold political office, and vote in elections.

6.  The Holy Roman Empire manifests freedom from religious intolerance. Although the historical Holy Roman Empire was founded by the Christian Church, we recognize the restoration of the Spirit of the West is a spiritual rather than religious work. Our Citizens may enjoy the freedom to pursue any personal religion.

7.  As a Micronation, the Holy Roman Empire hopes to one day earn legal and official recognition by the nations around the world where our Citizens reside. As we recognize our sovereignty is limited by official international acceptance, we understand that we and our Citizens are subject to the laws of the nations in which we exist. We therefore renounce all illegal action and willingly conform to the laws of other nations.

8. "For Life" positions and offices are considered to be held "for the physical life of the individual" on which they have been bestowed. They may only be removed with the public agreement and consent of the individual holding the office or position. After such consent is given, there is a 90 day grace period by which they may resume their office or position without penalty.

9. The official religious languages of the Holy Roman Empire are German and Latin. The official business language of the Holy Roman Empire is English, which is derived from both of those ancient languages. Our materials may be translated into other modern languages for the convenience of our Citizens and made available as is practical.

10. Citizens of the Holy Roman Empire may choose a "Holy Roman Empire Name" and/or "persona" for their civic participation in our Micronation and community. This Name/persona is encouraged to be as historically based as possible. This Citizen name/persona does not have to be based on their legal status or gender in their nation of residence or origin.

11. While the Holy Roman Empire is historically based and is a revival of historical sovereignty, community and culture, it is not a "reconstructionist" nation, community or organization. We are a community that recognizes the modern world and adapts historical culture and civilization to it where necessary. While accredited Holy Roman Empire scholars are respected and valued here, they do not automatically gain primacy because of historical knowledge as we are a blend of both ancient and modern together.

12. In recompense for founding the Holy Roman Empire, Lord Magister Stephen is granted both the status of Prince Elector and Lord Magister of the Commander of the Commandery for life. As founder of the HRE he is acknowledged as Pater Patriae of the Holy Roman Empire restored.

13. In recompense for founding the Holy Roman Empire, Lord Monseigneur Markus is granted both the status of Prince Elector and Lord Monseigneur of the Mysterium for life. As founder of the HRE he is acknowledged as Pater Patriae of the Holy Roman Empire restored.
