We, the Government and Citizens of the Holy Roman Empire on this day of ______ 19, 2016 AD declare the official restoration of the Holy Roman Empire after an interregnum of 210 years.  We declare ourselves to be a distinct international community of Citizens and independent holdings unified by Western History and Culture,  existing as a Micronation with limited self-sovereignty. 

We declare the purpose of this renewal of the Empire to be the Restoration of the Spirit of the Western World.  In pursuing this goal we pledge to manifest the public structure and conduct the official business of the Holy Roman Empire as far as is lawfully and practically possible in modern times.

As a Micronation the Holy Roman Empire makes the following claims to world rights and territories: 

We acknowledge ancient lands which constituted the Holy Roman Empire to be our cultural and religious homeland, and claim historical and spiritual rights to all sites and territories which were under the direct control or administration of the Holy Roman Empire from its founding in 800 AD, until its forced dissolution in 1806 AD.  

We acknowledge the physical restoration of these ancient territories to us is impossible due to modern political and cultural realities. Therefore we seek to create a new community of unified independent holdings, with the further goal of establishing a regional administrating capital (organizational headquarters) in each of the territories in which we have 100 or more Citizens.  These administrative centers may be as small as a single building or larger as circumstances allow.

Although we shall view these administrative centers as part of the Holy Roman Empire, we acknowledge they are subject to the laws of the larger nations in which they are established.  Upon such time as we have established ten or more regional administrative capitals, we reserve the right to establish an administrative World Capital (the equivalent of a corporate headquarters) on a parcel of land of at least 100 contiguous acres. 

Until such time as the Holy Roman Empire may enjoy world recognition as a full nation, we shall exist as a "Micronation", holding limited sovereignty within other nations as subject to their laws. We acknowledge our Citizens to hold a secondary "dual citizenship" with the nation of their legal origin or residence, and that their primary duties and loyalties must be to their primary nation of Citizenship.

In order to maintain physical world presence, we acknowledge the right of our Government, Citizens and Community  to gather lawfully and peacefully throughout the world, for the purposes of participating in Holy Roman Empire cultural and religious endeavors. At such times we will consider the sovereign Spirit of our state and community to be manifest so long as we are in accord with the national and international laws at the place of our gatherings.  

Citizenship in The Holy Roman Empire is open to people of all nationalities, religions, ethnicities and personal orientations, so long as they have a positive interest in the civilization and culture of the Western world.  It is our belief that the history and spirit of the Western World has touched all nations and is available to all.  

We, the Citizens and government of the Holy Roman Empire formally and completely renounce and abandon without exception the use of force, rebellion, coercion, or intimidation in the pursuit of our international status and claims. We exist as a lawful, peaceful and benign micronation, in accord with the principles acknowledged and shared by the world community.
